Project Background

The Church Street Marketplace is one of the country's most successful pedestrian malls. In 2003 and 2004, the City made improvements to the Marketplace from Main Street north to Pearl Street. During this project it became clear that the side streets to the Church Street Marketplace were in need of additional investment in the public infrastructure.

In 2005 through the efforts of Senator Leahy, the City of Burlington received $3 million for specific improvements on the Church Street Marketplace as part of the Church Street Marketplace Improvement Program and $3 million for improvements on the side streets to the Church Street Marketplace from the Safe, Accountable, Flexible, and Efficient Transportation Equity: A Legacy for User (SAFETEA) act which provided transportation funding to communities all across the country.

Side Streets off the Church Street Corridor

The project area includes Center Street; the first block of the side streets
leading up to the Marketplace: Cherry Street, Bank Street, College Street,
Main Street, Saint Paul Street, South Winooski Avenue;
and Church Street between Main and King Streets.

Safe, well-designed infrastructure supports our vital and vibrant downtown, increases economic opportunities and emphasizes sustainability of cities.

The City has set the following principals to guide the development of these improvements:

  • Burlington’s Church Street Marketplace, Downtown and Waterfront will be economically strengthened through continued public improvements and private investments;
  • The infrastructure improvements provided on the Waterfront will ensure safer pedestrian and vehicular access;
  • The amenities of the Church Street Marketplace will be extended to other parts of the downtown and the waterfront;
  • Consideration will be given to improvements that can be well maintained and managed; 
  • The infrastructure improvements will use environmental best practices and strive for sustainability.

The City held two local concerns meetings on June 26, 2007 at 8:30 - 10:00 am and 5:30 - 7:00 pm in Contois Auditorium, City Hall. These meetings solicited local community concerns and issues to inform the development of specific transportation improvements to all of the streets in the project area.

The comments received at the meetings covered the following topic areas:

Traffic

  • Automobile and Bus Operations, Parking, Safety and Circulation
  • Deliveries
  • Wayfinding / Signage
  • Bicycles and Facilities

Pedestrian

  • Sidewalks, Surfacing and Lighting
  • Crosswalks, ADA, Safety and Visibility
  • Gathering Areas
  • Wayfinding / Signage

Streetscape Amenities

  • Landscaping, Trees, Flowers, Shrubs and Sculpture – year round interest
  • Benches, Trash, Mail, Bulletin Boards, Newspaper boxes…
  • Aesthetics
  • Public Art
  • Drainage
