The city of Burlington has received a $2.8 million Lead-Based Paint
Hazard Control grant from the Department of Housing and Urban
Development. These funds are administered though the Community and
Economic Development Office by the Burlington Lead Program to reduce
lead-based paint hazards in eligible housing units to eliminate
childhood lead poisoning. Through October 2010, the Burlington Lead
Program plans to evaluate 240 units for lead-based paint hazards, reduce
lead-based paint hazards in180 housing units, and train over 300
individuals in lead-safe work practices, as well as providing outreach
and education to the community.
Housing projects funded with local and federal funds are required to
comply with state and federal lead laws. In addition, the city ensures
that HOME and CDBG funded housing projects comply with the Lead Safe
Housing Rule (LSHR) regulations at Title 24 Part 35 of the Code of
Federal Regulations. Given that the additional cost of addressing lead
hazards can make some rental, duplex acquisition, and homeowner rehab
projects infeasible, the city grants a portion of the cost to comply
with the LSHR using Burlington Lead Program, CDBG, or HOME funds.
Further, the Burlington Lead Program provides technical assistance to
city staff for projects which trigger the LSHR.
