Money to pay rent is not the whole solution. The PATH Back Rent program can
actually be a disincentive for people to deal with the troubling behavior that
lies at the root of their problem. The Rental Opportunity Center has found that
it can be hard to help tenants facing evictions because they know that PATH will
step in and save the day.
Sometimes it may be necessary to provide transitional housing to enable
people to develop a stable housing history to facilitate a return to permanent
housing.
