Enrolling Your Unit

Eligibility

Homes and apartments constructed before 1978 may be eligible for assistance. To be eligible for the Program, a home or apartment must be located in Burlington or Winooski, have at least one (1) bedroom, and not be intended primarily for occupancy by the elderly or persons with special needs. Home-based childcare centers are also eligible. Highest priority is given to units occupied by lead poisoned children.

Rental Properties:

  • Tenant's income cannot exceed 80% of median income for Burlington or Winooski
  • Owner must rent to an income-eligible family for 3 years
  • Unit(s) must be located within the City of Burlington or the City of Winooski

Owner-Occupied Properties:

  • Homeowner income cannot exceed 80% of the median income for Burlington or Winooski
  • Must be owner's primary residence
  • Must have a child under age 6 living there
  • Unit(s) must be located within the City of Burlington or the City of Winooski

A combination of grants and interest-free, deferred loans (payable upon sale of property) are provided to pay for lead hazard reduction work at eligible properties.  Burlington Lead Program projects are FREE for all  eligible units when certain requirements are met!

Typical Lead Hazard Reduction Work

Typical lead hazard reduction for unit interiors includes replacement of window sashes, stripping of doors and jambs, and paint stabilization of other deteriorated interior surfaces. Typical exterior treatments include stabilization and complete repainting of building surfaces as well as minimizing potential soil hazards.

Funding & Services

Burlington Lead Program projects are FREE for all eligible units when certain requirements are met! Funding for Burlington Lead Program projects can be 100% forgiven after five years.  Projects costs are funded using grants and 0% deferred loans.  Grants can be 100% forgiven after three years, and 0% deferred loans can be 100% forgiven after five years.

The following services are included at no cost to the owners of eligible properties receiving lead hazard reduction work:

  • Testing of all painted surfaces
  • Risk assessment and specification development
  • Bidding assistance and project management
  • Dust sampling and lab analysis
