NEIGHBORHOOD IMPACTS, RESPONSES & PARTNERSHIPS

C. QUALITY OF LIFE INITIATIVES: LIST OF PARTNERS

City of Burlington Initiatives

Code Enforcement: 863-0442 

The Code Enforcement Office coordinates multi-departmental enforcement of the City's Code of Ordinances, and directly enforces a broad range of regulation including housing, zoning, fire, health, parking, environmental, nuisance, and other safety codes.

Code Enforcement works closely with partners (UVM an others) to provide education to landlords and tenants, address concerns with problem properties, and provide events such as Spring Move out Day for students.

Police Department: 658-2704 

Quality of life issues are a main concern for the Police Department in their efforts to ensure a safe City. The Police Department worked with other City departments to strengthen the Noise Ordinance that increases the fines, particularly for violations involving house parties. Police officers from UVM and the City conduct joint patrols to address off-campus student behavior. Teams of officers will patrol targeted neighborhoods on high-activity nights, especially in early Fall and late Spring.

The North Street "Storefront" project with Police and Department of Corrections now provides direct contact for citizens for a variety of safety services, and Police staff are assigned to geographic locations to enhance knowledge and response to neighborhood conditions

Department of Public Works (DPW): 863-9094

The Department of Public Works not only improves the infrastructure of the City, but provides education on trash and recycling issues, including special events such as Green UP Day. DPW works closely with other departments to coordinate efforts on neighborhood traffic enhancements such as stop signs, speed bumps, and cross walks.

Community and Economic Development Office (CEDO)

Burlington Neighborhood Project (BNP): 865-7178 

Citywide, the BNP works to promote actual and perceived public safety in Burlington's neighborhoods by improving the physical and social environment of low-income areas. The BNP helps to establish and sustain neighborhood associations, offers leadership development to citizens, and provides grant funding for local improvement projects.

BNP works with partners in densely populated student neighborhoods to focus on redefining neighborhood issues into workable problems to bring about positive change. BNP is involved in many neighborhood clean up and block parties that bring residents together to work together and brainstorm ways to improve the neighborhood's quality of life.

Neighborhood Planning Assemblies (NPAs): 865-7172

NPA's are citizen groups in each of Burlington's seven Wards that serve to strengthen the communication between the people of Burlington and City Government. NPA's empower neighbors to learn about issues, communicate concerns and priorities to city officials, and carry out neighborhood improvement projects.

The NPAs work with City Departments, non-profits and institutions to share information on their programs and services and coordinate on Ward level projects. In addition, the NPAs assist in allocating approximately 5% of Burlington's Community Development Block Grant money to allocate to neighborhood projects.

Community Support Program (CSP): 658-2704 x 338

The Community Support Program provides conflict resolution to help residents resolve or manage their conflicts. The CSP assists community members in resolving their own issues, which left unchecked, strongly contribute to the erosion of the positive and peaceful atmosphere in Burlington's neighborhoods. The CSP is located in the Burlington Police Department and receives referrals from a broad range of places. It works closely with UVM's Conflict Resolution Office.

Community Justice Center (CJC): 865-7185

The Community Justice Center is a place where citizens learn about conflict resolution and develop the skills to resolve disputes, applying restorative justice principles, outside or in partnership with the traditional criminal and civil court process. Community members participate in delivering justice and hold offenders of non-violent crimes directly accountable to the victims and communities that have been harmed.

First Response Team (FRT) works with victims who have experienced low-level crimes such as graffiti, broken windows and fences.

Legacy Project 865-7532

The Legacy Project was created in 1999 to help maintain the qualities that we all cherish about our city, and create a comprehensive plan to guide change for the economic, environmental, and social health of Burlington for years to come.

Housing Initiatives 652-4209

CEDO's housing division works closely with the Task Force for Affordable Housing that has recommended a variety of initiatives to improve the City's housing stock and rental market. The division also maintains and augments the rental rehabilitation program and provides funding to landlord and tenant services.

UVM Initiatives

Joint Efforts of UVM/Burlington Police Dept:

Burlington Police: 658-2704

Police officers from UVM and the City conduct joint patrols to address off-campus student behavior. Teams of officers will patrol targeted neighborhoods on high-activity nights, especially in early Fall and late Spring. The two agencies are also working on streamlined reporting of violations between agencies. For disturbances off campus, call the City of Burlington Police.

Housing: 656-1304 

The 2000 UVM-City Agreement is to build 400 new beds on campus. UVM will be building apartment style housing on Redstone Campus, reconfiguring existing residence hall rooms and utilizing Trinity campus space.

Office of Conflict Resolution (OCR): 656-9788 or 656-1402 

This office provides mediation services between students and neighbors. The goal is to improve the relationship and enhance the communication between students and their neighbors and inform students about their rights and responsibilities as members of the Burlington community.

Transportation: 656-1103

Good Neighbor Program Shuttle Pass is available for non-students residents to ride the off campus shuttle for free. In addition, CAT now provides service between campus and downtown until 2:30 am on Thurs, Fri, Sat nights to reduce walk by noise and disruptions.

Community Outreach Partnership Center (COPC): 656-1341

In 1999, HUD provided funding to create a UVM/Burlington partnership center to help UVM and the community work together to help address community needs.

Division of Student and Campus Life: 656-3380

UVM and the City signed an agreement in 2000 that outlined a university process for off-campus students who receive city violations. A neighbor Impacts Group was created in 2003 to discus's how the university can work more effectively with the city in Neighborhoods.

A Community Coalition was established by the Student Government Assoc. to bring together City officials, staff, and students to create action plans to address quality of life issues. Off Campus Living Workshops take place each academic year to focus on the rights and responsibilities of being a Burlington resident

The Robert Wood Johnson Foundation's "A Matter of Degree" (AMOD) Grant is aimed at reducing alcohol abuse among college students, and parents will be notification of alcohol and drug violations.

UVM will expand its follow-up program to include an immediate contact with every student receiving a quality-of-life-related citation, rather than waiting for that violation to be adjudicated. UVM will place each student on notice that administrators are aware of a citation's issuance and that university disciplinary action may follow. To ensure the effectiveness of this policy, the City will improve its police protocols to provide UVM with the information it needs to hold students accountable for their behavior.
