Community Action Priorities for Government and Civic Participation
Burlington Racism Study Circle Program

May 2003


A.  Develop networks and activities to support passage of H113: bill to enforce anti- discrimination in Vermont schools proposed by Rep. Mark Larson. Work from fundamental assumption that legislature must assert "Not in My Town" zero tolerance of racism in our schools and communities and must hold schools accountable to this principle. UVM Fridays 8- 10 AM

B. Repeal of the Elliot Law 1.Lobby Politicians 2. Public Awareness Campaign H.O Wheeler 5:30 - 7:30 PM

C.  Address civic participation areas include: Increase voter participation-incentives to vote; Pass Burlington school budget-May 20th VOTE ; Pass H113-racial harassment bill BHS Wednesday 3:30-5:30 PM

D.  Create a commission at city/state level charged with investigating human rights violations, supporting victims, acting as ombudsman, maintain web site to share action alerts and facilitate connections among citizens interested in multi-cultural events and minority concerns. CCV Thursday 11:30 - 1:30 PM

E.  Create an Equity Coordinator position for the city H.O. Wheeler Mondays 5:30 - 7:30 PM

F.  Development of a citywide diversity coordinator position, with one position per department. There must be an outside community "checks and balances" group, as well as community support for the individuals in the diversity positions. Community Health Center Thursday 6-8 PM

G.  Hire an Ombudsman for the city of Burlington to be a resource, to offer training, to encourage and facilitate face-to-face conversation and making personal connections when addressing situations where racism is expressed, and to staff a "racism hotline." Hunt Middle School Wednesday 6-8 PM

H.  Legacy Project; commit to address outcome issues of the Study Circles BHS Wednesdays 3:30 - 5:30 PM

I.  Do research to substantiate the existence of racial discrimination in employment, banking, housing, retail stores, etc., providing benchmarks on problem areas and reporting on areas where progress is being made; hard date will under gird public education on the reality of racism. CCV Thursday 11:30 - 1:30 PM

J.  Set Community Goals/Benchmarks to reach re: racism. For example, more employees or less housing discrimination. Use of hard data to evaluate success or lack of success. UVM Mondays 11-1 PM

K.  Make Human Rights Commission more accessible, have local representatives, first response teams Fletcher Free Library Saturdays 9:30-11:30 AM

L.  Mandate that social and public service agencies such as PATH and CVOEO conduct cultural sensitivity or diversity trainings Fletcher Free Library Sundays 12-2 PM

M.  Address the institutional racism in the Vermont Criminal Justice System City Hall Thursdays 7:30-9:30 AM
