This property was added to the Vermont Active Hazardous Waste
sites circa 1987 following detection of subsurface petroleum
contamination. According to VTDEC Site Manager, Richard Spiese,
petroleum contamination at this property appears to have been
related to former tanks located near the loading rack, and
potentially related to the former loading rack, itself [1].
Monitoring of
site soils and groundwater has been ongoing. Groundwater is
shallow at the site, located within approximately two to 13
feet of surface
grade (as measured October 2002). Negligible free-phase petroleum
has been detected over time at the site. An interception trench
was constructed circa 1993, with treated water discharged to
the municipal sewer, under operating discharge permits. Petroleum
constituents are declining in concentration over time largely
due to natural processes. [1]. Groundwater is now tested twice
a year. Some petroleum constituents remain above Vermont Groundwater
Enforcement Standards for groundwater [2]. A covenant within
recent deeds (active until January 21, 2014) restricts future
development
for “any of the following purposes: any residential purpose;
or as a day care center, nursery school, preschool, school,
or any other educational facility; hotel, motel, inn, bed and
breakfast,
or rooming house: nursing home, rehabilitation center, hospital,
or community center.” The covenants are in place to protect
future property occupants from exposure to residual petroleum
contamination related to the “storage, disposal, sale,
and transfer of petroleum products or derivatives” [3].
Responsibility for remediation and ongoing site monitoring
has reportedly been retained by ExxonMobil Corporation.
