Burlington Waterfront Revitalization Plan

XI. CITIZEN PARTICIPATION

The 1990 Urban Renewal Plan for the Waterfront Revitalization District, was developed from years of public discussion, review, and decision making on the Waterfront. For instance, the design for Waterfront Park resulted from more than a dozen public hearings or public meetings. In the four years leading up to enactment of the Plan, policy had been based on the results of a 1986 survey, ballot items before the voters, and ongoing public discussions. In preparing for a public vote on the 1990 Plan, Burlington residents had the opportunity to review the strategy in a comprehensive approach through public meetings and surveys. Ultimately, the vote by the residents of Burlington provided the greatest measure of public support and the greatest opportunity for public scrutiny and participation.

Throughout the updating of the 1990 Plan, Burlington citizens again have had an opportunity to engage in a public discussion about the future of the Waterfront and the strategies outlined in the Plan which make it possible to implement the desired elements.
